Is the health insurance card a "government issued picture ID"?

Old card = No
New card = Yes

We can combine it with our drivers license now.

Yes, it's picture ID, and issued by the government. But, most places do not allow you to use it as ID, or proof of age. Something to do with privacy of health records.

For example, banks will not let you use your health card as proof of identity.

Above is valid for Ontario. Other juridictions may be different.

It is, but (at least in Quebec) it isn't valid enough to open a Paxum account (probably a VISA/MC thing)....

well, it does have a picture and, in this case, is issued by the district of Ontario

although an Ontario health card contains all the elements of a government issues photo ID, it also contains your health card number which is information that is protected under the Personal Health Information Act. Yep - it entitles you to a free 6-hr wait in the E.R. at many Ontario hospitals.

The photo is used to I.D. your cold carcass in the hallway.

Depends on the province. In NB, there is no pic on it.

Nope, for us its government ID which you can only get if you dont have a driver license or a passport .

Province of Ontario ? As others have said, it can be used to idetify you for doctors visits and at the pharmacy, but not to be used for any other purpose. If you are looking for something more solid, drivers license, passport , backed by recent utility bills, that match the address on the drivers license ;)

I is BUT will not be useable as photo id to get booze, smokes or basically anything else that requires government issue photo id. It can be used as a secondary id to go along with the primary gov. issued photo id (drivers license, Ontario photo card (in ontario anyway), passport).

Health insurance card here in Manitoba is just a paper card with your name and a bunch of numbers on it, that's it.

I wish we had a nice laminated ID for that, it would certainly last longer.
