Every country requires a Visa for entry. It's technically not "visa-free", but easy temporary stay visa for specific citizens. For example, EU and North American citizens can travel back and forth from each other with just a passport and a visa "stamp". No need to apply for a visa at the embassy.

Depend what you buying,for example rent and metro and general services are pricey,but food in stores is cheap,restaurants more less as well.I was shopping in Graz and didn't noticed anything too expensive(except maybe hairdresser)
