Depending on your budget it is harder or easier.
I did it the cheapest way possible by being there. It took about 20 business days of constant work. Going to various agencies, then back to others. You will need the help of a local. All the forms must be signed in chinese so you need help with that. You will need to hire an accounting firm also for one portion of it.
Yes after you have your business, you will need to go there on a business class visa. Then get a health checkup, which will take a couple weeks, then you can finally apply for a Permanent Resident Card. Getting just a work Visa is alot easier than a PR card.
