That would be a viable option if the world didn't need a stable supply of oil.

The most we can do is keep them just unstable enough to not be able to develop into economic threats. Iraq, Afghanistan, Libya, Syria and Egypt have all been set back decades, but not so much that our supply of oil is upset.

No, it's biological weapon, and yes, it's against Geneva contention, although quite bullshit convention if you ask me. For example regarding today's requirements about mobile warfare, how in fuck you take prisoners at tactical level (other than for interrogation)?
