Plugrush is kind a bad choice,as they dont have carrier filtering.Also,it seems to me how OP doesn't look to buy traffic,it wants other people to send affiliate traffic to it.

I wonder if big networks like Plugrush would consider a CPA or CPI..
I mean the payout we have is really good, and the traffic should convert. If it's good traffic the CPI would make more money than CPM.

Or maybe these networks are ok with doing CPM, no risk, and they make enough money anyways?

I am not sure are you already in,but you should get into "affiliate program of affiliates programs" like bitterstrawberry,themobilehub and kimia.

Because extra traffic is extra traffic ?

If the offer is as good as you say it is, the best way to convince ad networks - like myself - is to throw in a test budget and gather results to show them. Unfortunately it takes a lot of time to change up certain offers for testing and most of us don't have the time so we stick to tried and tested. Saying your product converts is one thing, proving it converts is a whole other story.

All ad spend is translated back to a CPM or CPC, prove to the networks it is working out better than their other products and you will get business very fast.
