What time's it where you are, for us it's 10 to 12 ATM.

Usually around 2 AM your digital devices will switch. My computers and clocks are all automatic.

Can someone explain how is it possible that bottom territories of the same time zone uses it and top territories not. I mean that must bring in some confusion every year... Same time zone of the same country..

Arizona doesn't do time changes, but the rest of the US does.

Ok so how do they handle everything? Simple thing - TV show is being promoted at X hour of X time zone. How do they specify Arizona out?

They don't do that...in Arizona, the TV stations say "It's on at whatever time it's on".
(As opposed to 'such and such time zone').

2am and 3am is common practice yes, since most people are at sleep at that time. Doing it in the middle of a busy workday would just create a chaos.
