Why Chicago? Choose a city on the west side of the eastern seaboard. The fallout would take out the whole eastern seaboard; DC, Philadelphia, New York, Boston, and dozens of other important cities that would ripple through the global economy and infrastructure.

I don't doubt he accessed their accounts. I'm wondering why he'd copy the portrait and not screen shot the incriminating emails.

You could contaminate a good part of the water in the central and southern United States -- the Great Lakes and the Mississippi rivers are in the fallout areas. This would effect food and crops and sources of grains used for animal feed.

Chicago is also a major hub for telephone and internet carriers. Transmission over fiber between the east and west coasts hub there. (Including civilian traffic from Washington DC.) Chicago O'Hare has about the same passenger traffic as LAX -- Chicago is a major air transportation hub.
