they want nothing to do with it mainly because of the oilsands. its big money for canada and they know they its bad for the environment.

You miss the point entirely.. If Canada can back our of their agreement, what makes you think the US or China can't back out of theirs?

The simple fact is a UN agreement is meaningless unless our govt is willing to back it at a state by state level.

There is a big problem of coordination with this type of policies. How would you persuade 7 billion people to stop polluting? If that kind of thing is easily accomplished, I wonder why there wasn't some kind of agreement to stop all the wars in world. Wars are more lethal than pollution.
