affiliate niche blog creator? html only.

Hello everyone!
I have a question...
I have seen a certain affiliate promoter of fetish niche sites have many many sites in different niche categories.
He is definitely automating them using a simple script.
I am wondering if this script/template is available anywhere to download.
His sites are mostly the same. Only the images, URL's, affilate ID's and comments change.
layouts are all the same.
here are some examples:
breathplayfemdom.c0m
sexycrushfetish.c0m
fussdominanz.c0m
femdomasia.c0m
there are many many more URL's.
he/she has a main site called micro-niche-blogs.c0m- I tried emailing him @ info but it seems to bounce back.
Anyone have any ideas how I can get my hands on the script to create easy, simple, low overhead micro affiliate blogs?

tia

How do you know if they are automated? They look like regular blogs to me. Maybe he created the posts and has them scheduled.

All the sites are static HTML. No wordpress, DB, etc. just flat files.
the layouts are exactly the same. there therefore he has a template.
The sites auto-archive also - oldest threads get put into an archive category / moved to a different folder.
Not something he is doing manually by editing the html himself.

Does anyone know of anything similar that does this?
I am guessing there's an app he has setup that he just inputs the site and refferer ID, pastes in the title, description and images - and or has it all auto populated from an RSS feed.

If everything can be automated properly and easily only using flat files without the need for a db server, wordpress, and other overhead to run each site, it would be much easier to maintain, including backups.
Mind you this is not on multiple sites with tens-thousands of hits per day running on one server.
On a lower scale this would work better than having 10+ wordpress blogs.
