According to this site DEPTHY you just load the image (shot using LensBlur) and it does the job itself..

I tried it on one of my images and it looked cool... I painted in the near part of the image and the software used that information to create the effect. I'd post it here, but I couldn't see how to save the image from the demo page.

You might want to try and reduce the filesize footprint. At 1.6MB (before any text or sitename is added), that's a pretty hefty footprint for a banner -- more especially with the rise in mobile device usage.

Regular banner weight is from 500 to 1 Mb. It is possible reduce weight under 500...
