A Jamaican once told me they tried to legalize it but the Unites States incentivized the Jamaican government to stop it. Not sure if that's true but sounds probable.

It's not illegal anymore, they decriminialized it last year iirc. It's also not actually enforced. Jamaican guy once told me that if you get some asshole cop that actually tickets or arrests you for it, in court the judge will give you like a $1 fine or some crap like that and in a stern voice tell you to not do it again.
