I just bounced over the Microsoft site to see they don't charge for it any more:

How does it compare with Dreamweaver?

I have used it about few years ago, it gets the job done, but if they do not update it anymore, it will be outdated, depends what you are doing with it.

But if you need just simple editor maybe you can try sublimetext.com or something similiar.
