Pete Carroll publically took the blame for the call. But in reality the OC called that play. From what I have been reading, Carrol sometimes calls the offensive plays, but rarely does he overrule the OC.

Anyway Carrol is the HC so the blame ultimately falls on him.

The penalty for excessive celebration after scoring a TD was due to taking a massive dump.
