You might as well just pull the stats out of your ass since I don't think there's going to be meaningful data out there. If they use a proxy correctly they don't get caught, so the FBI only catches the ones who don't, or who do it wrong.

i'd hit up eff.org and get them to point you in the right direction.

Well I've been running a proxy net since 2006 and my proxies are used to access illegal sites such as Google, YouTube, BBC News etc.

I block filesharing websites by restricting my download size to a few MB.

Best way to research this project is to start your own proxy site.
