What would be the best CMS to use, as well as theme if using something like wordpress as a cms,
and the best forms of monetization for a site for sexting / selfies ?

whatever cms is used will be responsive.

the best is always a custom cms but wp with cms plugin will do great too.

I don't know if I have the perfect setup, but I built NSFW Selfies | Amateur Hot Selfies using Wordpress. Responsive theme, some plugins and some custom work and that's it.

is sexting18 converting for you?

maybe rig something together with our tgp script?

This could be easily modded to fit your needs or i can also custom code something for you... Price wise, MB would be the best choice though if you need it on one domain only vs if custom you would be able to use it on as many sites as you wish.
