Their clerks count calls, emails, tweets and everything else the same way webmasters track traffic. They even have a formula that weighs hand-written letters differently than form letters, calls, and all the rest. Calling or writing gets counted plenty, because they extrapolate the numbers to show if you called then X number of their constituents likely feel the same way you do. It's surprisingly effective, and the fact many people never call puts a disproportionate amount of power in the hands of those of us who do. :2 cents:
