A MAN has been detained in Moscow by police for wearing a kilt, according to reports from the Russian capital. Eyewitnesses said that police in central Moscow arrested the man on Saturday March 14, near the Tsoi Wall at the junction of Arbat Street and Krivoarbatsky Lane. A group of young people had gathered to celebrate St Patrick?s Day weekend, with a bystander telling tvrain.ru that police arrested the man for ?wearing a skirt in public?. The man was taken to the Arbat district Department of Internal Affairs. There were a number of festive events in Moscow over the weekend, including a costume parade in Sokolniki Park. The Tsoi Wall is a graffiti-covered wall dedicated to late musician Viktor Tsoi and his band Kino. Tsoi died in a car accident in August 1990, aged 28.
