That's actually a bottle of water he just filled up and he is rushing to put out a fire that accidentally got started. It's hard to tell from the photo, but he was actually running after those women to return the purse one of them dropped during the commotion.

Stealing is the last thing that these rioters should do and even if they are victims of police racism.... With images like those above, more and more people think that their behavior is unacceptable.
