hdxxx.me and plenty like this but cant figure out if its handmade or paid script.

It's custom. They're using it on several different sites. I was looking for the source of the theme via google "gallsme" and in the results is where I found many other sites of theirs using this same theme. At the bottom of each page it links back to hdxxx.

What I am most curious about is how and why when I click on links, half of the time I am redirected to a different website with unrelated content. Furthermore on mobile I cannot even watch a video without being redirected to the hosting site and it's a pain in the ass to get past all of the redirects just to do so.

So, why are there redirects and what value does that add for the webmaster?

He either get paid to bring some of the traffic to a different site owner, or hes connecting his little world all together so it gets all rank up at the same time. That's my opinion though.

I recommend to all to get a professional looking responsive theme which may cost a bit money but it definitely pays off. Now, Google is de-valuing unresponsive site design in an attempt to further integrate the web into the mobile experience.

It is a custom theme but you can get a similar one.
