Well, even without conspiracies, it is clear that someone is naturally at the top of money/power chain.
I would say - it would be surprising if it was not so.
I mean naturally when you have money and power you try to influence, sponsor politics and what not.

That is how people are wired.

This totally makes sense. This is how it has been since the beginning of human civilization.
The masses consist of fools and are always ruled by elite... no matter whether its a democracy or dictatorship.
