You really have to try hard to find someone good with fluent English for that money.

You want to pay less than minimum wage for a highly skilled person for near full time work? Your budget pretty much covers 7 hours a week for someone even close to highly skilled. You might want to revise your strategy and budget.

Ask yourself, would you be okay with being paid that, for that kind of work?

What's the expected level then? I agree with the others that 1000$ is really low if you're seeking quality... I've been developping business in the Balkans for nearly 10 years (Romania/Bulgaria mainly) and If you're seeking for quality, you'll have to pay for it...

location or average wage in your country is irrelevant... if you are "highly skilled" and a "pro-active person" you can easily scrape together your own business that will make you more than $1k/month... and that has nothing to do with how much average wage in your country is...
