where were the bitcoins stored? if in his own wallet, you are shit out of luck, zero chance of recovering it unless you find the keys...

The bitcoins are Escheat to the Borg Collective ... Look up the term Escheat.
|
A Navy Seal raid maybe?

More details needed for accurate reply. You basically need some sort of login infos that anyone can use to move the btc.
|
unless you have the encrypted key, you cant recover the btc.

Without the key, the funds effectively do not exist. edit: this assumes that the user was storing funds in their own wallet. If they use a third party wallet service, it may be possible. |

If you have access to the wallet and if you know some of the deceased's previous passwords you can try this program. github.com/gurnec/btcrecover

If the money was in a real bank account the beneficiary(s) would either have a power of attorney or it would be included in the deceased estate probate -- there would be a Court order. Bitcoin is not real currency or property (so far) in these matters :2 cents: Virtual has it's limitations ... |
