For CAN-SPAM compliance we use inhouse solution, which operates certain rules, figured through years. As for reaching inbox, to get general idea about how close is your newsletter to spam, you can use Newsletters spam test by mail-tester.com - although it has very little to do with getting to inbox, cause there are lots of other things it depends on.
