No, thats not it.

There are not 57 states on that map.

Funny, but I am guessing it is some kind of computer software that can be used to color states and they have some feature where you can move states around and someone just fucked something up.

Besides that, the governors can't say no to the refugees anyway. It's against the law to do so, so they HAVE to accept them. You would think that someone running for president would know that.
