Yes, unless the plugins/theme haven't been updated to work with the current release.

The project I am working on needs the latest release to work - Actually it needs the next release (v4.4) that is still in beta - It wont work on earlier versions without another plugin...

hehehe. Yeah we do as much as we can but normally wait a month or so after each release so issues get worked out even better.

Also gives plug ins time to catch up.

Actually I just sit in front of the computer pressing random keys - If you do it long enough you eventually write something that does something...

Yes and a restful api with descent authorisation...

It's actually not a plugin but an external application - If it was a plugin it wouldn't be a problem, but with what I am dong users will need 4.4.....
