Could be a "mixed motive attack". The shooters may have been terrorists planning a future attack, but then one of the terrorist also became a disgruntled worker. So they launched an attack early...not fully planned. That would explain their quick access to weapons, bombs, vests, etc...and also explain that they were still driving around in the same city a couple of hours later.
