Where is the proof?

Well, at the very least we can claim that ISIS's strength is due to US negligence, but even that's giving the US too much credit.

We provided Syria with arms and cash back in 2013, and had pentagon reports acknowledging the high likelihood that they'd end up in rebel hands (ISIS), but did it anyways and CONTINUED to do it.

Now if we knew they'd end up in rebel hands, and kept giving the money, weapons and training; the next logical question is: why?

Because we love spreading and introducing fear, in order to provide a solution. The solution == militarism, nation building and all of this ultimately == $$$.
