It sounds a lot like Alice in Chains. The guitar sounds like its tuned 1 1/2 step down and drop-d too. (I've learned to play "Your Decision" this way - couldn't figure it out before)

Back in the grunge days of Soundgarden, Pearl Jam, STP, etc I hated Alice in Chains. I always felt that they were hanger ons and didn't make the grade. I also hated Would but its not sounding so bad today:

I wasn't a real big Alice in Chains fan in the '90s while I was in High School. But, for some reason I really started liking them and their style for the past 10 years. If you look up old Head Banger's Ball or MTV stuff, you'll see how they were really liked. Nirvana, which was just sensationalized by autistic humanoids--weren't that great. When the new singer joined Alice in Chains people hated him and thought he sucked. I've been to two concerts of AIC and they rocked. They were loud, sounded flawlessly and my ears rang for hours.
