Looking for someone to create an opening pre roll in adobe premier for a new project. Anyone offer such services?

I do pre and post rolls but what do you mean in adobe premier?
If you talking about an animation you can just insert when you edit your videos, those are mostly not done in Premiere but are used as regular video clip. You just pull and transition it on the video content.
