What is the likelihood of Google penalizing dropped domain PBNs?

There are 2 ways to build a PBN... organically and through dropped domains with existing backlinks.

What is the likelihood of Google penalizing PBNs using the latter method? Possibly through a filter on its main algo? or as an upgrade to Penguin?

If done correctly google should never even know it's a PBN.

The existing back links will fade over time as you won't host the original content from the domain dropped.
