Read the article. It's a woman lawmaker trying to make a point about Republican lawmakers who seem to always want to be up in a woman's business when it comes to her reproductive health.

A democrat introducing snarky legislation to try and make a point to her colleague across the aisle is a misuse of the system and that sort of abuse is why much of the system is gridlocked.
