If it's not fake, one of the bicycle thieves should sue the fuck out of this guy. That could cause a lot of fucking damage. Stealing is wrong, but what he did is far worse than stealing a bike that he purposely left out as bait. Getting tased in the nuts could cause serious, even permanent damage.
