Problem is, people are obeying the instructions. :(

It says 'Does your dog do this? If not, please bag it!'- Well most dogs don't sit on the toilet so people have been placing their pooches in plastic bags and leaving them on the seafront in the hot sunshine...

I'm not 100% sure if they have even made air holes in the bags... :(

Sad state of affairs..
