No, not even close to being debatable. It's a member and most likely will be for at least two more years. They expect to hand in Article 51 around the last quater of 2017, and then it will take up to two years from that day, before they are out of the EU.

per capita is often a good way to compare countries but not in this case... higher population only marginally increases chances of winning, so countries with high population are at a disadvantage look at for example:

75 China 70 1,371,220,000 19,588,857
85 India 2 1,311,050,527 655,525,263

China or India wouldn't make it to the top 10 even if they won pretty much every single medal available, which clearly is not possible....

india is not a good example, they do not have a widely propagated sports culture...chinamen are tiny fuckers they will be good only at certain sports and also have low testosterone and growth...the only strength medals china has is in lightweight category weightlifting...they will hardly make for good sprinters against giants like usain bolt or swimmers like phelps...they are practically useless in speed and strength events...in china everybody is up to my nipple...

but yes billions in population does become a negative factor given the finite amount of medals at the olympics...
