All the usual suspects will have I am sure - I doubt you will ever get access to more than your 'allocation' though...

ovh vps are so great they offer 100 mbps in
while 99 mbps out

Digital ocean 500-800 mbps in
140-400 mbps out

my only option is linode 80 USD plan.
40 Gbps Network In
1000 Mbps Network Out

or get DO droplet and get paid plan at cloudflare.

i use ovh.

its unmanaged though, not sure if you are looking at managed.

i have 3 of them with ovh, plus with extra free ips, up to 16 extra ips per vps. (geo located spread across multiple classes)
