Payoneer and Paxum both use the same bank, so there's the explanation as to why it's both.
There's been similar issues in the past, but it is irregular. I made a transaction yesterday just fine. |

Been happening here in Canada everywhere lately, i would bet it has to do with the swipe with a foreign countries card. Paxum needs a chip.
