I want to start promoting Bongacams. What payment method should I use for a guy in the US?

You can use any of them if you are in the USA.

Any monthly or annual fees or anything like that on Paxum and Payoneer?

There are no fees if you use Paxum or Payoneer as payout methods :winkwink:
No fee for Wire Transfer if the payment is over $1,000.

Check Payoneer and Paxum account fees to figure out what works for you because it depends on the service you want to get.
