His website is fine, It's not penalized or anything. Just needs to be worked on, as i can tell no one ever touched it.

That's because of recent algo changes.

Ofc there is no quick fix, the site needs seo work. But it's doable (it's not banned or penalized).

How can you see it does hot have a penalty?

There is no penalty for site because site is still listing in SERP and coming on keyword. What we have done in past is not working with new updates....
