The cards have age identifiers on them. My oldest son has had a student card attached to my paypal account for years. But they just phased that out.

For years you could have a visa, mastercard or maestro at 16 with a guarantor. It's nothing too new, the parents have to sign be in control of the account. Yes, this would break through the payment processing, although, maybe pulled up as "needs permissions" so the sale wouldn't bite :2 cents:
