This is kind of fucked up and may be a good indicator for how the next 4 years will go. Trump makes a dumb statement because he lost the popular vote. So it must mean 3 million people voted illegally. He also claims he has "information" that no one else has.

If you cannot afford the price of a passport why should you have the right to vote? Maybe they could issue ID cards only to all citizens at no charge that PAY taxes ...
