I use a video editing software called Wondershare. It makes it very easy, just cut the segment you want for the GIF, tell it to save that segment as a GIF and you are done.

I'm using wondershare too. Is not that bad , and it's pretty simple.

Photoshop does a decent job (its been a while but I think the process was to add video to timeline, then export for web, choose GIF format). Lets you pay around a lot with image size and GIF parameters.
