VX are similar to old good Sarin. It works almost immediately and has no delayed and prolonged effect like Polonium ;) So if those haven't died right there, they were not poisoned.

VX is an oily liquid that is amber in color and very slow to evaporate. It evaporates about as slowly as motor oil.

Actually a couple of hours is also immediately - not weeks like in case of the toxic shit like Polonium that kills you slowly inevitably. Also a skin absorption is not as dangerous as a respiratory and gastric ones, because there is enough time to wash it off and inject the antidote.
