What means "No Console" in affiliate referral context?

I have seen this in some programs referral link codes but I'm not sure if I understand it well.

pop ups that mostly ( ? ) do not credit you and are traffic leaks so to speak. You link to the site, surfer opens it and he also gets another popup. If he buys through the main window (the one you directed to) you get commision, if he buys through that popup (which is to some other site) - you do not get anything.
