They don't respond to dmca's and wont release the IP's of infringing websites.
Any ideas?

no they dont., but they do forward dmca to the webhost where the site is actually hosted.

do you want to find the hosting company and ip address, go to crimeflare.com

TIP:
if you send valid dmca to cloudflare, then they have already forwarded your complaint to the webhost, so there is no point in contacting the host or sending dmca to host, chances are the webhost doesnt follow dmca.
