For me is TrafficHolder !

"the best" can mean the best for the publisher
or "the best" for an advertiser....

for me "the best" is the one what looks on both sites and does not kill the cow what gives the milk.

It also depends on your needs :-)

Besides that I don't think one can be the best.. Usually each network has their own specialty. This can be a good geo, user friendly interface, support, etc.

You should specify your needs a bit more in detail to receive a valid response.

For me it's AdMaven. Been using their popunder for a long time with great results and now also testing their VPN banner.

I would recommend to start with exoclick, but it might be very competitive, but easy to start with. As well reporo is good traffic source, you will find good quality traffic there.

I am saying from my personal try wiht my adult Tube as well as adult Dating site, Plugrush, Juicyads, Exoclick, Popads, Popcash....but though you have to try before u decide which all u want to use finally and best for your niche and your geo audience
