i would expect to have a min budget of $10,000 for those sites.

I would not spend a penny... The adds are annoying. Anytime I go to any of the tubes I try to avoid the adds and I am not alone. Waste of money, make content instead.

Why don't you just sign up to their ad networks and see the price there
you can spend as much or little as you want, all the tubes use bidding for their traffic so you will know exactly how much traffic you will buy for your budget
you can break down your bids/targeting by Zone, GEO, Device, Category/Keyword, etc etc.
