Do any of you see VPN visitor commissions for webcams in countries like the UAE where sites are blocked?

Depends on the circumstances, the customer 'standing' new,old; the country issuing the credit card -- there are many factors in the algorithm.

If you know he is from the UAE that is a very leaky VPN.
