Most models that claim to be in the Philippines are FROM there -- expats.
Some models work on the sly out of their homes.

Cuz I'm not involved in cams and I met a Filipina girl who told me it's illegal there and I emphatically and condescendingly told her she is wrong! But turns out I was wrong. :(
