What is the best free offline driver scanner?
 

I mean 100% free. I want one that will scan for drivers on an offline computer, no internet connection, and import the list of drivers found to another online computer, download them then go back to the original computer and have the same program install the drivers on the offline computer.f

That does not sound very clear to me but there it is.
