geo targeting

Hello guys,
I have a question
What is the best solution for geotargeting? should I use some plugin (which one?) or some code? the main purpose of our geotargeting is to show unique commercials to the residents of the USA (for example), while others (India, Banglades, etc.) should only be able to see some other commercials and popups...
